Implementation and Service Delivery (7027GIR)

This course equips students with the skills to meet the challenges of implementing policy and delivering human services. It introduces students to perspectives on implementation, especially to the problems and dilemmas which need to be confronted in implementing policy - both top down and bottom up. Students will examine how implementation is related to policy formulation and design, and analyse the links between cause and effect in the implementation of complex policy interventions. Students will also examine the historical and contemporary patterns of interaction between levels of government and between the public, private and non-profit sectors in the implementation of policy and delivery of services. This course will combine theory and practice in the analysis of various case studies of different levels of policy-making from local councils, state governments, the Commonwealth and international organisations.
